Deal Likely To Make Raila Non Executive Prime Minister

It seems that ODM is going to settle for non-executive prime ministers post but with significant executive powers.

Ap reported, Mutula Kilonzo, a top government negotiator, told The Associated Press on Thursday(today) that "we have more or less agreed on a non-executive prime minister but with some substantial meaningful responsibilities."

The details of what kind of responsibilities the prime minister wiull have are yet to be discussed and finalized in tomorrow's meeting.

The most crucial part being whether the PM will be hire and fired by parliament or president.The Bomas Draft says the President appoints the leader of the largest political party in Parliament as the PM.The Bomas Draft denies the President powers to fire the PM and other ministers

I doubt ODM will settle for A PM who can be sacked anytime by Kibaki.Mr Annan has been calling for short-term solutions to the crisis which will pave way for long-term solution.
It might be that Mr Annan managed to convince ODM that these are temporary measures that are to bring an end to the conflict.

The president still remains to be head of government and head of state. Its hard to see which of his mighty powers will be trimmed for the prime minister.

ODm have the following options

1. Prime minister to have power to convene parliament and set dates.
2. Prime minister to head half of government. Leaving the president with the other half. In this scenario both make their own appointments to the agreed posts and no one can cross hire or fire.

3. Prime minister who can dissolve parliament. (PNU cannot agree to this)

This looks like its going to be another dead end. If the PM does not have power to hire ministers and also can be fired by the president,then its worthless to have the post.

In the meantime,ODM should not back down on its calls for Mass Action,it seems PNU mistakes ceasefire for peace.
